If you have a situation where you need to control weeds, yet also need water penetration, some sort of landscape fabric might fit the bill. For example, for perennial plants you can put the fabric down around them and cover it with a mulch (like wood chips) and have very few weed problems for years to come. Covering it with a mulch does several things - it lengthens the life of the fabric by protecting it from sunlight, and also reduces weeds along with the fabric. I use the fabric along with a mulch for my strawberry beds and for walking paths (covered with gravel). I've used several different brands of landscape fabric - and have found some work better than others. I've had one that was so hard to cut it was almost impossible to work with it. Another broke down quickly - even when covered with mulch! The Master Gardner 447 Weed Ender Commercial Landscape Fabric seems to be make of quality material that cuts nicely and, I believe, will be long lasting. It is a dark gray - or light black - in color. I suggest you purchase the landscape fabric pins at the same time to hold the fabric in place until you can cover it with a mulch.
